<p style="margin-top: 0px">Photographer Terri Shaver, working out of her East Lansing studio, has done just that with the Oldham Project, which seeks to document women who are battling or who have survived breast cancer.</p>
<p style="margin-top: 0px">Shaver&#8217;s objectives include enlisting enough sponsors to place photo billboards around town during October, Breast Cancer Awareness Month.</p>
<p style="margin-top: 0px">Shaver said the Oldham Project was created following the loss of her sister-in-law&#8217;s two sisters to breast cancer.</p>
<p style="margin-top: 0px">Her work with another non-profit that provides free portraits to the families of babies who have died, added to her love of portraiture in general, further helped inspire the Oldham Project.</p>
<p style="margin-top: 0px">Shaver then connected with Susan G. Komen Mid-Michigan Affiliate executive director Chris Pearson, and that meeting proved instrumental.</p>
<p style="margin-top: 0px">&quot;She and I sat down and started a conversation about how we might partner together, and she was 100 percent behind the Oldham Project, what we&#8217;re doing and what we provide for the community,&quot; Shaver recalled.</p>
<p style="margin-top: 0px">Continuing event?</p>
<p style="margin-top: 0px">Shaver initially considered carrying out the Oldham Project as a one-time event, but with 47 women now on board, she has a vision for something more lasting.</p>
<p style="margin-top: 0px">She&#8217;s made some poignant photographs,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>shop for tiffany necklaces</b></a>, including one of two sisters &#8211; one with breast cancer and one battling ovarian cancer.</p>
<p style="margin-top: 0px">&quot;Hopefully, this won&#8217;t just be a one-time thing. It will be an annual event that we do, and it will just get better each time,&quot; she said.</p>
<p style="margin-top: 0px">If Shaver is successful in establishing a long-term foundation for the Oldham Project, it will be because she has improved the understanding of breast cancer in a different way than other organizations.</p>
<p style="margin-top: 0px">&quot;There are lots of runs, the Relays and all the kind of things that happen in town to raise awareness about breast cancer,&quot; she said.</p>
<p style="margin-top: 0px">&quot;I want to do it in a more visual way,<a href="http://www.discountiffany.com/tiffany-earrings-c-4.html" target="_blank"><b>thanksgiving earrings</b></a>, and I&#8217;m hoping that women can see how beautiful they will be when they&#8217;re bald, that they will feel comfortable when they&#8217;re photographed, and that other women will see how comfortable they are with their baldness, and &#8211; in kind of a roundabout way &#8211; that they won&#8217;t be scared of the whole process.&quot;</p>
<p style="margin-top: 0px">Sea change</p>
<p style="margin-top: 0px">The &quot;process&quot; &#8211; essentially the sea change Shaver would like to see &#8211; is women getting regular mammograms and other preventative care.</p>
<p style="margin-top: 0px">&quot;That if they did find a lump they wouldn&#8217;t be afraid and not go, because they are already thinking ahead about losing their hair. Women are like that &#8211; we&#8217;re all about our hair,&quot; she said.</p>
<p style="margin-top: 0px">Shaver&#8217;s not talking in a vacuum, having already had one breast biopsy and another recent health scare.</p>
<p style="margin-top: 0px">&quot;It&#8217;s amazing &#8211; like a car, you can go from zero to 60 in a second,&quot; she said.</p>
<p style="margin-top: 0px">&quot;You can do the same thing in your brain when you&#8217;re facing something like that, when you even hear the word &quot;lump&quot; or &quot;suspicious&quot; or anything like that &#8211; you are instantly already planning your funeral. We just do that &#8211; I think we do that as women.&quot;</p>
<p style="margin-top: 0px">Denise Acker</p>
<p style="margin-top: 0px">One of Shaver&#8217;s first subjects was Lansing resident Denise Acker, who died Aug. 13. Acker battled cancer for more than 10 years, with her last diagnosis in December 2009.</p>
<p style="margin-top: 0px">Shaver said Acker &#8211; who had heard about the Oldham Project through a friend &#8211; contacted her while she was still a patient in the hospital.</p>
<p style="margin-top: 0px">&quot;She was the perfect person for our first,<a href="http://www.discountiffany.com/tiffany-bangles-c-1.html" target="_blank"><b>tiffany bangle</b></a>, to be our &#8230; poster child for our project,&quot; Shaver said of Acker.</p>
<p style="margin-top: 0px">The next step is to enlist sponsors,<a href="http://www.discountiffany.com/tiffany-key-rings-c-9.html" target="_blank"><b>tiffany key rings on sale</b></a>, both to put photos on billboards and for other purposes.</p>
<p style="margin-top: 0px">I would like to give (these women) something. I would like to honor them, to reward them. It&#8217;s an incentive to come and do this, not just for the free pictures,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>tiffany rings sale</b></a>,&quot; said Shaver, who has already had several professional labs express an interest in donating a 16 x 20 print to their portrait subjects.</p>
<p style="margin-top: 0px">She&#8217;d like to do more, though.</p>
<p style="margin-top: 0px">&quot;I would like enough money to go to retailers in the area and put together some goodie bags, so when they walk out the door I could give them this goodie bag of fun, enjoyable things to treat themselves with, lotions and potions and things that women love,&quot; Shaver said.</p>
<p style="margin-top: 0px">Throw a party</p>
<p style="margin-top: 0px">She would also like to throw a party for her photo subjects, envisioning the evening as a fund-raising gala where the women would be the guests of honor.</p>
<p style="margin-top: 0px">&quot;All of our supporters would be there, and all of the people who care about the organization would be there to honor them and cheer them on in their battles,&quot; Shaver said.</p>
<p style="margin-top: 0px">The Oldham Project has also gotten help from Douglas J, who have pledged free makeup applications for up to 120 women; studio space donated by the Gillespie Group; and a donation from Dean Transportation.</p>
<p style="margin-top: 0px">&quot;A lot of those people are involved in the community, and they see it as a worthwhile project,&quot; Shaver said.</p>

<p style="margin-top: 0px">Montgomery County District Attorney Risa Vetri Ferman said her office had been notified of the accident but would take no action. <p style="margin-top: 0px">Livingood said the vehicle was a 1996 Chevrolet Suburban that had been inspected and appeared to be in good repair.</p>

<p style="margin-top: 0px">Hanson iced the victory with a pair of goals in the second stanza.</p>
<p style="margin-top: 0px">Paige Niskanen, Caitlin Blotske and Josie Spry also had assists.</p>
<p style="margin-top: 0px">Casey Palmer and Whitney Morin combined for three saves in the Bemidji net.</p>

<p style="margin-top: 0px">I. Introduction</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;Section 14(a)(3)(B)(vi) of the CPSA, as added by section 102(a)(2) of the Consumer Product Safety Improvement Act of 2008 (CPSIA), Public Law 110-314, directs the CPSC to publish a notice of requirements for accreditation of third party conformity assessment bodies to assess children&#8217;s products for conformity with &quot;other children&#8217;s product safety rules.&quot; Section 14(f)(1) of the CPSA defines &quot;children&#8217;s product safety rule&quot; as &quot;a consumer product safety rule under [the CPSA] or similar rule, regulation, standard, or ban under any other Act enforced by the Commission, including a rule declaring a consumer product to be a banned hazardous product or substance.&quot; Under section 14(a)(3)(A) of the CPSA, each manufacturer (including the importer) or private labeler of products subject to those regulations must have products that are manufactured more than 90 days after the Federal Register publication date of a notice of the requirements for accreditation, tested by a third party conformity assessment body accredited to do so, and must issue a certificate of compliance with the applicable regulations based on that testing. Section 14(a)(2) of the CPSA, as added by section 102(a)(2) of the CPSIA, requires that certification be based on testing of sufficient samples of the product, or samples that are identical in all material respects to the product. The Commission also emphasizes that, irrespective of certification, the product in question must comply with applicable CPSC requirements (see, e.g., section 14(h) of the CPSA, as added by section 102(b) of the CPSIA).</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The Commission also is recognizing limited circumstances in which it will accept certifications based on product testing conducted before the third party conformity assessment body is accepted as accredited by the CPSC. The details regarding those limited circumstances can be found in part IV of this document below.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;This notice provides the criteria and process for Commission acceptance of accreditation of third party conformity assessment bodies for testing pursuant to 16 CFR part 1610, Standard for the Flammability of Clothing Textiles, which sets a minimum standard for flammability of clothing textiles under the Flammable Fabrics Act (15 U.S.C. 1191 et seq.) (FFA).</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;Section 3(a)(2) of the CPSA defines a children&#8217;s product as &quot;a consumer product designed or intended primarily for children 12 years of age or younger.&quot; Although clothing textiles are often used in nonchildren&#8217;s wearing apparel, some clothing textiles are &quot;designed or intended primarily for children 12 years of age or younger.&quot; Clothing textiles designed or intended primarily for children 12 years of age or younger are subject to the third party testing and certification requirements in section 14(a)(2) of the CPSA. Accordingly, this notice of requirements addresses the accreditation of conformity assessment bodies to test such clothing textiles for conformity with 16 CFR part 1610.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;Some clothing textiles are exempt from part 1610 testing. See 16 CFR 1610.1(d). Manufacturers do not need to submit exempt clothing textiles designed or intended primarily for children 12 years of age or younger to a third party conformity assessment body to confirm that the exemption applies. For clothing textiles designed or intended primarily for children 12 years of age or younger that are subject to 16 CFR part 1610, manufacturers may submit a product for third party testing at either the pre- or post-garment stage of production.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;Although section 14(a)(3)(B)(vi) of the CPSA directs the CPSC to publish a notice of requirements for accreditation of third party conformity assessment bodies to assess conformity with &quot;all other children&#8217;s product safety rules,&quot; this notice of requirements is limited to the regulations identified immediately above.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The CPSC also recognizes that section 14(a)(3)(B)(vi) of the CPSA is captioned as &quot;All Other Children&#8217;s Product Safety Rules,&quot; but the body of the statutory requirement refers only to &quot;other children&#8217;s product safety rules.&quot; Nevertheless, section 14(a)(3)(B)(vi) of the CPSA could be construed as requiring a notice of requirements for &quot;all&quot; other children&#8217;s product safety rules, rather than a notice of requirements for &quot;some&quot; or &quot;certain&quot; children&#8217;s product safety rules. However, whether a particular rule represents a &quot;children&#8217;s product safety rule&quot; may be subject to interpretation, and the Commission staff is continuing to evaluate which rules, regulations, standards, or bans are &quot;children&#8217;s product safety rules.&quot; The CPSC intends to issue additional notices of requirements for other rules which the Commission determines to be &quot;children&#8217;s product safety rules.&quot;</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;This notice of requirements applies to all third party conformity assessment bodies as described in section 14(f)(2) of the CPSA. Generally speaking, such third party conformity assessment bodies are: (1) Third party conformity assessment bodies that are not owned,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>rings</b></a>, managed, or controlled by a manufacturer or private labeler of a children&#8217;s product to be tested by the third party conformity assessment body for certification purposes; (2) &quot;firewalled&quot; conformity assessment bodies (those that are owned, managed, or controlled by a manufacturer or private labeler of a children&#8217;s product to be tested by the third party conformity assessment body for certification purposes and that seek accreditation under the additional statutory criteria for &quot;firewalled&quot; conformity assessment bodies); and (3) third party conformity assessment bodies owned or controlled,<a href="http://www.discountiffany.com/tiffany-watches-c-21.html" target="_blank"><b>watches</b></a>, in whole or in part, by a government.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The Commission requires baseline accreditation of each category of third party conformity assessment body to the International Organization for Standardization (ISO)/International Electrotechnical Commission (IEC) Standard 17025:2005, &quot;General Requirements for the Competence of Testing and Calibration Laboratories.&quot; The accreditation must be by an accreditation body that is a signatory to the International Laboratory Accreditation Cooperation-Mutual Recognition Arrangement (ILAC-MRA), and the scope of the accreditation must include testing in accordance with the regulations identified earlier in part I of this document for which the third party conformity assessment body seeks to be accredited.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;(A description of the history and content of the ILAC-MRA approach and of the requirements of the ISO/IEC 17025:2005 laboratory accreditation standard is provided in the CPSC staff briefing memorandum &quot;Third Party Conformity Assessment Body Accreditation Requirements for Testing Compliance with 16 CFR Part 1501 (Small Parts Regulations),&quot; dated November 2008 and available on the CPSC&#8217;s Web site at http://www.cpsc.gov/library/foia/foia09/brief/smallparts.pdf.)</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The Commission has established an electronic accreditation registration and listing system that can be accessed via its Web site at http://www.cpsc.gov/ABOUT/Cpsia/labaccred.html.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The Commission stayed the enforcement of certain provisions of section 14(a) of the CPSA in a notice published in the Federal Register on February 9, 2009 (74 FR 6396); the stay applied to testing and certification of various products, including clothing textiles. On December 28, 2009, the Commission published a notice in the Federal Register (74 FR 68588) revising the terms of the stay. One section of the December 28, 2009, notice addressed &quot;Consumer Products or Children&#8217;s Products Where the Commission Is Continuing the Stay of Enforcement Until Further Notice,&quot; due to factors such as pending rulemaking proceedings affecting the product or the absence of a notice of requirements. The clothing textile testing and certification requirements were included in that section of the December 28, 2009, notice. As the factor preventing the stay from being lifted in the December 28, 2009, notice with regard to testing and certifications of clothing textiles was the absence of a notice of requirements, publication of this notice has the effect of lifting the stay with regard to 16 CFR part 1610.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The Commission noted in the December 28, 2009, notice that the stay of enforcement did not extend to guaranties under the FFA. The manufacturer or supplier of clothing textiles may issue a guaranty, based on reasonable and representative testing, that the clothing textile complies with FFA standards. The holder of a valid guaranty is not subject to criminal prosecution under section 7 of the FFA (penalties) for a violation of section 3 of the FFA (prohibited transactions).</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The reasonable and representative tests sufficient for the issuance of an FFA guaranty are generally performed by the manufacturer; those tests are sufficient for the issuance of a general conformity certification for nonchildren&#8217;s products under section 14(a)(1) of the CPSA. However, because section 14(a)(2) of the CPSA requires children&#8217;s products subject to a children&#8217;s product safety rule to be tested by an accredited third party conformity assessment body, reasonable and representative tests performed by a manufacturer sufficient for the issuance of an FFA guaranty are not sufficient for the issuance of a certification of compliance with 16 CFR part 1610 for clothing textiles designed or intended primarily for children 12 years of age or younger (unless the manufacturer&#8217;s facility is a CPSC-accepted firewalled conformity assessment body). The textiles may be tested by a CPSC-accepted third party laboratory or the final garment may be tested to ensure that the textiles used meet the standard&#8217;s flammability requirements.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;This notice of requirements is effective on August 18, 2010. Further, as the publication of this notice of requirements effectively lifts the stay of enforcement with regard to testing and certifications related to 16 CFR part 1610, each manufacturer of a children&#8217;s product subject to 16 CFR part 1610 must have any such product manufactured after November 16, 2010 tested by a third party conformity assessment body accredited to do so and must issue a certificate of compliance with 16 CFR part 1610 based on that testing. (Under the CPSA, the term &quot;manufacturer&quot; includes anyone who manufactures or imports a product.)</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;This notice of requirements is exempt from the notice and comment rulemaking requirements of the Administrative Procedure Act, 5 U.S.C. 553 (See section 14(a)(3)(G) of the CPSA, as added by section 102(a)(2) of the CPSIA (15 U.S.C. 2063(a)(3)(G)).</p>
<p style="margin-top: 0px">II. Accreditation Requirements</p>
<p style="margin-top: 0px">A. Baseline Third Party Conformity Assessment Body Accreditation Requirements</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;For a third party conformity assessment body to be accredited to test children&#8217;s products for conformity with the test methods in the regulations identified earlier in part I of this document, it must be accredited by an ILAC-MRA signatory accrediting body, and the accreditation must be registered with, and accepted by, the Commission. A listing of ILAC-MRA signatory accrediting bodies is available on the Internet at http://ilac.org/membersbycategory.html. The accreditation must be to ISO Standard ISO/IEC 17025:2005, &quot;General Requirements for the Competence of Testing and Calibration Laboratories,&quot; and the scope of the accreditation must expressly include testing to the regulations in 16 CFR part 1610, Standard for the Flammability of Clothing Textiles. A true copy, in English, of the accreditation and scope documents demonstrating compliance with the requirements of this notice must be registered with the Commission electronically. The additional requirements for accreditation of firewalled and governmental conformity assessment bodies are described in parts II.B and II.C of this document below.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The Commission will maintain on its Web site an up-to-date listing of third party conformity assessment bodies whose accreditations it has accepted and the scope of each accreditation. Subject to the limited provisions for acceptance of &quot;retrospective&quot; testing noted in part IV below, once the Commission adds a third party conformity assessment body to that list, the third party conformity assessment body may commence testing of children&#8217;s products to support the manufacturer&#8217;s certification that the product complies with the regulations identified earlier in part I of this document.</p>
<p style="margin-top: 0px">B. Additional Accreditation Requirements for Firewalled Conformity Assessment Bodies</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;In addition to the baseline accreditation requirements in part II.A of this document above, firewalled conformity assessment bodies seeking accredited status must submit to the Commission copies, in English, of their training documents showing how employees are trained to notify the Commission immediately and confidentially of any attempt by the manufacturer, private labeler, or other interested party to hide or exert undue influence over the third party conformity assessment body&#8217;s test results. This additional requirement applies to any third party conformity assessment body in which a manufacturer or private labeler of a children&#8217;s product to be tested by the third party conformity assessment body owns an interest of ten percent or more. While the Commission is not addressing common parentage of a third party conformity assessment body and a children&#8217;s product manufacturer at this time, it will be vigilant to see if this issue needs to be addressed in the future.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;As required by section 14(f)(2)(D) of the CPSA, the Commission must formally accept, by order, the accreditation application of a third party conformity assessment body before the third party conformity assessment body can become an accredited firewalled conformity assessment body.</p>
<p style="margin-top: 0px">C. Additional Accreditation Requirements for Governmental Conformity Assessment Bodies</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;In addition to the baseline accreditation requirements of part II.A of this document above, the CPSIA permits accreditation of a third party conformity assessment body owned or controlled, in whole or in part,<a href="http://www.discountiffany.com/beads-necklace-p-275.html" target="_blank"><b>Beads necklace</b></a>, by a government if:</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp; * To the extent practicable, manufacturers or private labelers located in any nation are permitted to choose conformity assessment bodies that are not owned or controlled by the government of that nation;</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp; * The third party conformity assessment body&#8217;s testing results are not subject to undue influence by any other person, including another governmental entity;</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp; * The third party conformity assessment body is not accorded more favorable treatment than other third party conformity assessment bodies that have been accredited in the same nation;</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp; * The third party conformity assessment body&#8217;s testing results are accorded no greater weight by other governmental authorities than those of other accredited third party conformity assessment bodies; and</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp; * The third party conformity assessment body does not exercise undue influence over other governmental authorities on matters affecting its operations or on decisions by other governmental authorities controlling distribution of products based on outcomes of the third party conformity assessment body&#8217;s conformity assessments.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The Commission will accept the accreditation of a governmental third party conformity assessment body if it meets the baseline accreditation requirements of part II.A of this document above and meets the additional conditions stated here. To obtain this assurance, CPSC staff will engage the governmental entities relevant to the accreditation request.</p>
<p style="margin-top: 0px">III. How Does a Third Party Conformity Assessment Body Apply for Acceptance of Its Accreditation?</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The Commission has established an electronic accreditation acceptance and registration system accessed via the Commission&#8217;s Internet site at http://www.cpsc.gov/about/cpsia/labaccred.html. The applicant provides, in English, basic identifying information concerning its location, the type of accreditation it is seeking, electronic copies of its ILAC-MRA accreditation certificate and scope statement,<a href="http://www.discountiffany.com/tiffany-bracelets-c-2.html" target="_blank"><b>bracelets</b></a>, and firewalled third party conformity assessment body training document(s), if relevant.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;Commission staff will review the submission for accuracy and completeness. In the case of baseline third party conformity assessment bodies and government-owned or government-operated conformity assessment bodies, when that review and any necessary discussions with the applicant are satisfactorily completed, the third party conformity assessment body in question is added to the CPSC&#8217;s list of accredited third party conformity assessment bodies at http://www.cpsc.gov/about/cpsia/labaccred.html. In the case of a firewalled conformity assessment body seeking accredited status, when the staff&#8217;s review is complete, the staff transmits its recommendation on accreditation to the Commission for consideration. (A third party conformity assessment body that may ultimately seek acceptance as a firewalled third party conformity assessment body also can initially request acceptance as a third party conformity assessment body accredited for testing of children&#8217;s products other than those of its owners.) If the Commission accepts a staff recommendation to accredit a firewalled conformity assessment body, the firewalled conformity assessment body will then be added to the CPSC&#8217;s list of accredited third party conformity assessment bodies. In each case, the Commission will notify the third party conformity assessment body electronically of acceptance of its accreditation. All information to support an accreditation acceptance request must be provided in the English language.</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;Subject to the limited provisions for acceptance of &quot;retrospective&quot; testing noted in part IV of this document below, once the Commission adds a third party conformity assessment body to the list, the third party conformity assessment body may then begin testing of children&#8217;s products to support certification of compliance with the regulations identified earlier in part I of this document for which it has been accredited.</p>
<p style="margin-top: 0px">IV. Limited Acceptance of Children&#8217;s Product Certifications Based on Third Party Conformity Assessment Body Testing Prior to the Commission&#8217;s Acceptance of Accreditation</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp;The Commission will accept a certificate of compliance with the standard for clothing textiles included in 16 CFR part 1610, Standard for the Flammability of Clothing Textiles, based on testing performed by an accredited third party conformity assessment body (including a government-owned or -controlled conformity assessment body, and a firewalled conformity assessment body) prior to the Commission&#8217;s acceptance of its accreditation if:</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp; * At the time of product testing, the product was tested by a third party conformity assessment body that was ISO/IEC 17025 accredited by an ILAC-MRA member at the time of the test. For firewalled conformity assessment bodies, the firewalled conformity assessment body must be one that the Commission accredited by order at or before the time the product was tested, even though the order will not have included the test methods in the regulations specified in this notice. If the third party conformity assessment body has not been accredited by a Commission order as a firewalled conformity assessment body, the Commission will not accept a certificate of compliance based on testing performed by the third party conformity assessment body before it is accredited, by Commission order, as a firewalled conformity assessment body;</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp; * The third party conformity assessment body&#8217;s application for testing using the test methods in the regulations identified in this notice is accepted by the CPSC on or before October 18, 2010;</p>
<p style="margin-top: 0px">&nbsp;&nbsp;&nbsp; * The product was tested on or after August 18, 2010 with respect to the regulations identified in this notice;</p>

<p>The senior knocked two home runs, tallied three RBIs and tossed 15 strikeouts  in an impressive effort that helped clinch a state Class A playoff berth for  Whitefish.</p>
<p>&#8220;Kaitlyn had a heck of a game,&#8221; Whitefish coach Alan Compton said. &#8220;Her 15  strikeouts were the most in a game this season.&#8221;</p>
<p>Batting in the lead-off slot in the first inning, Wehrli smashed her first  homer of the season &#8212; and of her career.</p>
<p>&#8220;She set the tone right away,&#8221; Compton said.</p>
<p>Madisen Cross hit an RBI later in the inning to <a href="http://www.discountiffany.com/palomas-tenderness-heart-pendant-p-88.html"><strong>Paloma&#8217;s  Tenderness Heart pendant</strong></a> up a 2-0 lead.</p>
<p>Defense ruled the game over the next six innings, creating a nail-biter  scenario in the final frame.</p>
<p>In the top of the seventh with two outs, Whitefish&#8217;s Baylee Tveidt hit a  double, setting up a two-run blast from Wehrli &#8212; her second homer of the  game.</p>
<p>Taking a commanding lead into the bottom of the inning, Compton said the team  let up mentally.</p>
<p>Ronan put together a nice rally attempt with two outs on the board, scoring  three runs, which came almost entirely off Bulldog fielding errors. A fly ball  dropped in the outfield allowed two runs to score, and another error let a  runner cross home from second base to bring the score to 4-3.</p>
<p>The Maidens nearly pulled off the upset on the next play <a href="http://www.discountiffany.com/palomas-x-pendant-p-202.html"><strong>Paloma&#8217;s  X pendant</strong></a> the Lady &#8216;Dogs made a throwing error to second base, but  Cross, who was in center field, made the play of the game when she retrieved the  errant ball and gunned down the runner at second to end the inning.</p>
<p>&#8220;I think we had two outs and we relaxed, and then we made a couple of plays  where we didn&#8217;t mentally finish,&#8221; Compton said about the late-game meltdown.  &#8220;But we didn&#8217;t panic either. We had let downs, but we also had teammates to back  it up.</p>
<p>&#8220;It was a good game and Ronan is tough. They hung in there and battled and  did their thing.&#8221;</p>
<p>With the win, Whitefish sits in second place in the league behind top-rated  Polson and ahead of Libby and Columbia Falls.</p>
<p>Whitefish plays Libby today and finishes the regular <a href="http://www.discountiffany.com/party-charm-bracelet-p-231.html"><strong>Party  charm bracelet</strong></a> at Ronan on Saturday. There&#8217;s an outside shot the  Lady &#8216;Dogs can move into first place in the league if they win both of their  final two games and Polson loses their final two.</p>

<p>What&#8217;s the connection?</p>
<p>The plastic is being used to make durable, easy-to-clean sleeping mats for  children in Third World countries.</p>
<p>&#8220;When it comes to kids, everything else is beside the point,&#8221; said Schwemmer,  68. She&#8217;s crocheted 11 mats so far for Project Love Knots.</p>
<p>The idea started with Pat Hetzel, who was struck by the living conditions of  a child she sponsors in Africa. The little one lives in a hut and sleeps on the  ground. Hetzel, a parishioner at St. Francis de Sales Catholic Church, was  already making tote bags out of plastic bags to donate to church groups.</p>
<p>&#8220;I thought, &#8216;Why can&#8217;t we make resting mats out of the same bags?&#8217; &#8221; said <a href="http://www.discountiffany.com/tiffany-bracelets-c-2.html">Tiffany  Bracelets</a>, 80.</p>
<p>She mentioned the idea to her daughter-in-law, Lori Hetzel, who is program  coordinator with Little Miracles International, an adoption agency based in  Amarillo, Texas.</p>
<p>Lori Hetzel and her colleagues thought it was a great idea.</p>
<p>&#8220;These Love Knot mats have several uses, from physical-therapy mats to mats  that children in Africa can sit or sleep on,&#8221; said Lori Hetzel. &#8220;They are very  comfortable and waterproof.&#8221;</p>
<p>A group of women from Pat Hetzel&#8217;s church are collaborating on the project.  Hetzel doesn&#8217;t belong to the church&#8217;s craft group, but she solicited members&#8217;  help. Over the last four months, she and the craft group have crocheted more  than 20 mats.</p>
<p>Joy Granillo said this is the first time the craft group has adopted an  international cause. In the <a href="http://www.discountiffany.com/tiffany-pendants-c-3.html">Tiffany  Pendants</a>, they&#8217;ve taken on other humanitarian projects, such as making hats  for newborn babies.</p>
<p>&#8220;It&#8217;s a way for them to be more comfortable and to have something to call  their own,&#8221; Granillo said of the mat project.</p>
<p>The women meet on Mondays at the church, 1375 S. Camino Seco, to work on the  projects.</p>
<p>Florence Vale is happy to be helping.</p>
<p>&#8220;This is a nice bunch here, and they do a lot for charity,&#8221; Vale, 78, said of  the church group. Vale said she learned to crochet after her husband died about  44 years ago.</p>
<p>Lori Hetzel said they are planning to first help children in Romania, Uganda,  Ethiopia <a href="http://www.discountiffany.com/tiffany-earrings-c-4.html">Tiffany  Earrings</a> Russia.</p>
<p>Other groups around the nation are starting to get involved now, she  said.</p>
<p>&#8220;We are hoping that, by word of mouth, these mats will make a difference for  children around the world,&#8221; she said.</p>
<p>Lori Hetzel said that, in addition to being lightweight and sturdy, the mats  are environmentally friendly because they are made of recycled plastic.</p>

			<content:encoded><![CDATA[<p>The history of jewelry parallels that of  civilization. Jewelry has denoted social, religious or cultural adherence since  earliest times. In the distant past, precious stones were believed to possess  magic. In Egypt, many of the most beautiful pieces of jewelry made were entombed  with the dead, never to be worn by the living; they were created for the sole  appreciation of the gods. The tradition of jewelry-making must surely be one of  the world&#8217;s oldest.</p>
<p>&#8220;Precious Gems: Jewelry from Eight Centuries&#8221; is the  largest international jewelry exhibition ever presented in Sweden and a glorious  display of the jeweler&#8217;s art. More than 275 pieces of jewelry and 30 portraits  are featured in the show, which runs from June 9 to October 15.</p>
<p>As society and culture have changed, so have jewelry  design and style. The exhibition is organized chronologically, beginning in the  Middle Ages and ending in the post-war era, with its new status for women and  new social structures.</p>
<p>The exhibition showcases sparkle with rings,  brooches, necklaces, earrings and tiaras. The exhibited items range from  magnifcent royal jewels to more prosaic, middle-class finery and come from  private collections as well as from royal treasuries. In addition to historic  pieces owned by kings and queens, the show includes modern jewelry designed for  or worn by the Duchess of Windsor; Diana, Princess of Wales and Greta Garbo,  among others.</p>
<p>One of the oldest rings on display is the engagement  ring of King Gustav Vasa&#8217;s mother, dating from 1488. The coronation ring of  Sweden&#8217;s Karl IX, from 1607, represents an example of first-class goldsmith  work.</p>
<p>Queen Elizabeth II of England has lent a necklace  worn at the coronations of three English queens. It was originally a wedding  gift from the Danish king, Frederik VII, to Princess Alexandra of Denmark, on  her wedding to the Prince of Wales in 1863. The necklace consists of diamonds,  pearls (two of them so precious they were exhibited at the Great Exhibition at  the Crystal Palace in London in 1851) and a copy of the Byzantine cross buried  with Queen Dagmar of Denmark in 1212 (and discovered when her coffin was opened  in the 17th century).</p>
<p>Queen Sofia of Spain has lent a conch-shaped, diamond  and pearlinlaid tiara that was designed by Mellerio dits Meller in Paris in 1867  and shown at that year&#8217;s Paris World Fair.</p>
<p>Swedish King Carl XVI Gustav has lent a set of  high-grade pink topazes and diamonds made in St Petersburg in 1804 for Maria  Pavlovna, daughter of Czar Paul I. The gems came into the possession of the  Swedish Royal Family through Queen Victoria of Baden, who married the Swedish  Crown Prince in 1881.</p>
<p>Sweden&#8217;s Queen Josefina (1807-1876) had an ample  jewelry collection. She inherited jewelry from her grandmother, Empress  Josephine of France, as well as from her mother-in-law, Swedish Queen Desideria,  once the Emperor Napoleon&#8217;s fiancée. Among other pieces, she inherited an  expensive set of rubies and diamonds that Queen Desideria had worn to Napoleon&#8217;s  coronation in 1804. Josefina&#8217;s granddaughter, Princess Louise, in turn inherited  the set. Josefina&#8217;s will had declared it fitting that Louise&#8217;s marriage to the  Danish King Fredrik VIII should bring &#8220;the red and the white&#8221; to Denmark. Queen  Margarethe of Denmark today owns this historical set, consisting of a tiara,  necklace, bracelet, earrings and brooch.</p>
<p>Other royal lenders to the exhibition include Queen  Margarethe of Denmark, Princess Lilian of Sweden and the Duchess of Alba.  Several museums to lend important jewelry include The Hermitage in St.  Petersburg, the British Museum, Bayerisches Nationalmuseum and Residenz museum  in Munich, Österreiches museum für Angewandte Kunst in Vienna, Musee des Arts  Decoratifs in Paris, Museo Poldi Pezzoli in Milan and several Scandinavian  museums. The great Parisian jewelry houses are well represented: Cartier,  Mellerio dits Meller, Van Cleef &amp; Arpels, Maison Boucheron, Maison  Mauboussin and Chaumet. From New York come several items from Tiffany &amp; Co.  and Verdura.</p>
<p>Jewelry is often quite personal, and knowing who wore  a particular item adds an extra dimension for the viewer. Many of the pieces  have fascinating stories, revealing interesting details of both the historical  period in which the owner lived and the distinctive personalities and taste of  each.</p>

			<content:encoded><![CDATA[<p><em>Valentine&#8217;s Day</em> has been a day to shower your loved one with  expensive dinners, gourmet chocolates, flowers and gifts galore. But this year,  it seems even love cannot completely conquer a weak economy.</p>
<p>Cupid-struck couples are expected to spend $20 less on each other this year,  according to a survey <a href="http://www.sterlingtiffany.com/"><strong>tiffany  jewelry</strong></a> conducted by BIGresearch for the National Retail Federation. On  average, they&#8217;ll spend $102.50 each, a 15.6% decrease from a year ago.</p>
<p>&#8220;<em>Valentine&#8217;s Day</em> will be the first major holiday of 2009 to feel the  economic pinch,&#8221; says Robert Passikoff, president of New York-based Brand Keys,  a consumer- and brand-focused research consultancy.</p>
<p>This year, $14.7 billion will be spent on <em>Valentine&#8217;s Day</em>-related  purchases, according to BIGresearch. Nearly 91% of people will spend the most,  an average $67.22, on their significant other, with other family members such as  children getting about one-fifth of the budget, $20.95. A few dollars will be  spent on: friends, $4.74; children&#8217;s classmates and teachers, $3.59; co-workers,  $1.94; and pets, $2.17.</p>
<p>It doesn&#8217;t pay to scrimp too much</p>
<p>Despite the slowdown, Loch Rose, vice president of analytics at  ShopLocal.com, says he doesn&#8217;t expect a complete halt for a few reasons.</p>
<p>For one, cutting back 25% on Christmas gifts overall could offer significant  savings &#8212; $100 or more. Given the typical spending for <em>Valentine&#8217;s  Day</em>, a 25% cutback does not offer the same savings. At most, consumers will  end up with a few extra bucks this month, Rose says.</p>
<p>Then there&#8217;s the question of priorities: Is scrimping on your valentine  really the best idea?</p>
<p>&#8220;You can disappoint Aunt Maple over the holidays by not giving her a gift,  but if you disappoint your significant other on <a href="http://www.sterlingtiffany.com/product-6.html"><strong>silver cufflinks</strong></a> <em>Valentine&#8217;s Day</em>, you&#8217;re going to be hearing about it every day for a  long time,&#8221; Rose says.</p>
<p>&#8220;But it&#8217;s not just about being afraid of not buying something for your  girlfriend,&#8221; said Clark Wolf, president of Clark Wolf Co., a food, restaurant  and hospitality consulting firm. &#8220;<em>Valentine&#8217;s Day</em> is a day to celebrate  each other.&#8221;</p>
<p>Wolf says restaurants should see strong sales for the holiday, not only  because the holiday falls on a Saturday but also because of smart marketing.  &#8220;People are offering deals like free glasses of sparkling wine and keeping  prices closer to their regular menus,&#8221; Wolf says. &#8220;It&#8217;s about added value, not  up-selling.&#8221;</p>
<p>Still the economy has some people thinking twice. Henrico Norman of Penrose,  N.C., surprised his girlfriend last year with an $1,800 trip to Las Vegas, even  though money was already tightening.</p>
<p>The couple spent the weekend horseback riding, taking a helicopter tour,  people-watching and &#8220;pigging out,&#8221; Norman wrote in an interview by e-mail. &#8220;This  year, we will drive to Charleston, S.C., for the long weekend.&#8221; He says he has  budgeted less this year, $800, but he is happy to spend the money for time with  his girlfriend of three years. &#8220;It&#8217;s worth it because she is the best.&#8221;</p>
<p>Despite people&#8217;s plans to spend less, the NRF does not expect people to  drastically change where they shop. More than a third of people, 35.7%, will buy  flowers, close to last year&#8217;s 35.9%, and 16% will bring home jewelry, down only  slightly from 16.6% in 2008. More people, however, will express their love with  a greeting card, up from 56.8% in 2008 to 58%.</p>
<p>Presidents Day adds to the fun</p>
<p>With <em>Valentine&#8217;s Day</em> falling on Presidents Day weekend, some people  also are finding more reasons to travel.</p>
<p>&#8220;The phones are ringing,&#8221; says Jon Makhmaltchi, vice president of sales for  Small Luxury Hotels of the World. And while it is too early to determine if  <em>Valentine&#8217;s Day</em> travel on the whole will be up, people are finding  reasons to go away, he says.</p>
<p>&#8220;It&#8217;s like three trips in one,&#8221; Makhmaltchi says of the overlapping holiday.  And if lovers didn&#8217;t have enough reasons to <a href="http://www.sterlingtiffany.com/product-16.html"><strong>silver money  clips</strong></a> get away, hotels and travel hot spots are giving vacation-bound  valentines a few extra incentives.</p>
<p>&#8220;One of the upsides in this downward economy is there are more travel deals  for consumers,&#8221; says Jeanenne Tornatore, a spokeswoman for Orbitz Worldwide.  Orbitz has seen three times as many hotel promotions as at this time last year.</p>
<p>&#8220;If I get you to stay an extra night I&#8217;ve done my job,&#8221; says Joseph DeNucci,  president of the Borrego Ranch Resort and Spa in Borrego Springs, Calif., which  began advertising its holiday special in mid-January and sold out less than a  week later. That package, if you were one of the 44 who reserved it, gets you a  candlelight dinner, two 50-minute spa-treatment sessions and room amenities from  sparkling wine and chocolate strawberries to an aromatherapy bath gift. Price:  $395 per night.</p>
<p>&#8220;People are out there taking advantage of those deals,&#8221; Tornatore says.</p>
